WhatsApp API cost in the UAE and Saudi Arabia: the short version
Gulf businesses ask the same question in different currencies: what will WhatsApp actually cost me? The answer has two parts. First, Meta charges for some messages on the WhatsApp Business Platform. Second, whatever software you use to run WhatsApp (a provider, a CRM, or an assistant like NextReply) charges its own subscription. People mix the two up, which is why quotes look so different.
This guide covers the first part, Meta's charges, for all six GCC countries in one place. The headline for most service businesses is reassuring: the WhatsApp API cost in the UAE and Saudi Arabia for normal booking chats is close to zero, because replies inside the customer service window are free. You pay mainly for template messages you send first, such as reminders and promotions.
Rates change. The figures below are approximate list rates for planning. Always check Meta's current rate card and your own invoices before you budget.
How Meta charges since July 2025
On 1 July 2025 Meta moved from charging per 24-hour conversation to charging per delivered template message. The rules now work like this:
- Service replies are free. When a customer messages you, a 24-hour customer service window opens. Every reply you send in that window, of any kind, costs nothing.
- Templates are charged per message when you send them outside that window. Each template has a category: marketing, utility or authentication.
- Utility templates inside an open window are free. A booking confirmation sent during the chat costs nothing.
- The recipient's country sets the price, not yours. A Dubai clinic messaging a Saudi number pays the Saudi rate.
- Volume tiers lower utility and authentication rates for high senders in each market.
- Click-to-WhatsApp ads open a free entry point: reply within 24 hours and messages for the next 72 hours are free, templates included.
Our WhatsApp API pricing guide explains the global model in more depth. This page focuses on the Gulf.
- Appointment booked: Saved to the calendar
- Reminder (coming soon): Waiting for Meta approval
- Customer confirms / Asks to reschedule

WhatsApp Business API pricing in AED, SAR and other Gulf currencies
Meta lists separate rates for the United Arab Emirates and Saudi Arabia. Qatar, Kuwait, Oman and Bahrain fall into Meta's "Rest of Middle East" group. Meta bills in US dollars in these markets; the local figures below are conversions at pegged or near-pegged rates, rounded.
| Recipient country | Marketing (approx.) | Utility (approx.) | Authentication (approx.) |
|---|---|---|---|
| UAE | USD 0.038 · AED 0.14 | USD 0.016 · AED 0.06 | USD 0.018 · AED 0.07 |
| Saudi Arabia | USD 0.046 · SAR 0.17 | USD 0.012 · SAR 0.04 | USD 0.011 · SAR 0.04 |
| Qatar (Rest of Middle East) | USD 0.034 · QAR 0.12 | USD 0.009 · QAR 0.03 | USD 0.008 · QAR 0.03 |
| Kuwait (Rest of Middle East) | USD 0.034 · KWD 0.010 | USD 0.009 · KWD 0.003 | USD 0.008 · KWD 0.002 |
| Oman (Rest of Middle East) | USD 0.034 · OMR 0.013 | USD 0.009 · OMR 0.003 | USD 0.008 · OMR 0.003 |
| Bahrain (Rest of Middle East) | USD 0.034 · BHD 0.013 | USD 0.009 · BHD 0.003 | USD 0.008 · BHD 0.003 |
Conversions use AED 3.6725, SAR 3.75, QAR 3.64, KWD 0.307, OMR 0.3845 and BHD 0.376 per US dollar. Treat every figure as a planning estimate and check Meta's live rate card, which is linked at the end of this page.
VAT and other fees on top
VAT treatment depends on where you are registered and who bills you:
- UAE: 5% VAT.
- Saudi Arabia: 15% VAT, and buyers expect a ZATCA-compliant invoice from local suppliers.
- Bahrain: 10% VAT.
- Oman: 5% VAT.
- Qatar and Kuwait: no VAT at the time of writing.
If you pay Meta directly, VAT may be handled by reverse charge in your own return. If a provider bills you, they may add VAT to their invoice, along with any markup on Meta's rates. Ask any provider whether they pass Meta charges through at cost or add a margin, and whether their subscription includes any message volume.
Worked examples for Gulf businesses
1. Dubai salon, 400 bookings a month
Customers message first, the assistant answers and books inside the window: free. The salon sends one utility reminder per booking the day before, outside the window: 400 × about AED 0.06 = about AED 23 a month. A monthly offer to 1,000 opted-in clients as a marketing template: about AED 141. Total Meta charges: about AED 164, of which the reminders are a small part.
2. Riyadh clinic, 900 bookings a month
Booking chats free. Reminders: 900 × about SAR 0.04 = about SAR 39. No marketing. Plus 15% VAT where it applies.
3. Kuwait gym, 250 bookings a month
Class reminders: 250 × about KWD 0.003 = under KWD 1. A reactivation message to 500 lapsed members: about KWD 5.
4. Doha real-estate agency running click-to-WhatsApp ads
Leads from ads open a free entry point. If the agency replies within 24 hours, which an assistant does in seconds, follow-ups in the next 72 hours cost nothing. Spend goes on the ads, not on messages.
The lesson across all four: speed and opt-in matter more than rates. Answering inside the window keeps chats free, and sending only relevant, opted-in templates keeps quality high.
WhatsApp API pricing in Kuwait and Qatar, Oman and Bahrain
Businesses in the smaller Gulf markets sometimes assume they pay the same as the UAE. They usually pay less per template, because their numbers sit in the Rest of Middle East group. The catch is cross-border messaging. A Kuwaiti business with many Saudi or Emirati customers pays those countries' rates for those recipients. If your customer base spans the GCC, estimate by recipient country, not by your own.
Where NextReply fits in the bill
NextReply's subscription covers the assistant: 24/7 replies on WhatsApp, booking into Google Calendar, voice notes and photos, multilingual replies and handoff. Unlike Meta's rates above, plans are priced in US dollars, the same in every Gulf country: Starter $29, Pro $59 and Business $99 a month, and every plan has a 7-day free trial. At checkout, your card or bank may show an estimate in your local currency, and local taxes may apply. See the UAE pricing page and the global pricing page for details on plans and how Meta's message charges are handled.
Because the assistant replies within seconds, almost all booking traffic stays inside the free customer service window. You control which template messages go out, and you only send them to customers who opted in. NextReply's automatic appointment reminders are coming soon; when they launch, the reminder figures above show what they would add to your Meta bill. Read more on the booking feature, the full features list and how it works. Instagram DMs, Messenger and Telegram, which are coming soon to NextReply, have no per-message charges from Meta or Telegram for replies (see channels).
Five ways to keep Gulf WhatsApp costs low
- Reply fast, so conversations stay inside the free window. The after-hours replies pattern does this overnight.
- Send confirmations during the chat, where utility messages are free.
- Use utility templates for genuine reminders, not disguised offers. Meta can recategorise them as marketing.
- Run marketing to segments that asked for it, not your whole list.
- Use click-to-WhatsApp ads for acquisition; the free entry point covers early follow-ups.

How to check your real rates in WhatsApp Manager
Meta shows the rates that apply to your account inside WhatsApp Manager, under the insights and billing sections of your business portfolio. Look at messages delivered by category and by country for last month, then multiply by the rate card. If the numbers do not match your invoice, ask your provider for a line-by-line breakdown.
